  SA 2970. Mr. LEE submitted an amendment intended to be proposed by 
him to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title II, insert the following:
       Sec. ___. (a) None of the funds made available in this 
     title may be used to implement, administer, or otherwise 
     carry out the Department of Veterans Affairs interim final 
     rule published on September 9, 2022, or any successor to such 
     rule, or to propose, promulgate, or implement any 
     substantially similar rule or policy.
       (b) None of the funds appropriated in this title shall be 
     expended for any abortion, including through a medical 
     benefits package or health benefits program that includes 
     coverage of abortion.
       (c) The limitations established in subsection (b) shall not 
     apply to an abortion--
       (1) if the pregnancy is the result of an act of rape or 
     incest; or
       (2) in the case where a woman suffers from a physical 
     disorder, physical injury, or physical illness, including a 
     life-endangering physical condition caused by or arising from 
     the pregnancy itself, that would, as certified by a 
     physician, place the woman in danger of death unless an 
     abortion is performed.
