  SA 2896. Mr. OSSOFF (for himself, Mr. Reed, Mr. Warnock, Mr. 
Whitehouse, Ms. Blunt Rochester, Ms. Alsobrooks, Mr. Kim, and Mr. Van 
Hollen) proposed an amendment to amendment SA 2853 proposed by Mr. 
Thune (for Mr. Schmitt) to the bill H.R. 4, to rescind certain budget 
authority proposed to be rescinded in special messages transmitted to 
the Congress by the President on June 3, 2025, in accordance with 
section 1012(a) of the Congressional Budget and Impoundment Control Act 
of 1974; as follows:

       On page 5, lines 12 and 13, strike ``$436,920,000 are 
     permanently rescinded.''and insert ``$294,920,000 are 
     rescinded. The full amount of unobligated balances for the 
     United Nations Children's Emergency Fund (UNICEF) shall be 
     obligated in accordance with the applicable provisions of 
     Public Law 118-47 and Public Law 119-4.''.
