  SA 2887. Mr. BOOKER proposed an amendment to amendment SA 2853 
proposed by Mr. Thune (for Mr. Schmitt) to the bill H.R. 4, to rescind 
certain budget authority proposed to be rescinded in special messages 
transmitted to the Congress by the President on June 3, 2025, in 
accordance with section 1012(a) of the Congressional Budget and 
Impoundment Control Act of 1974; as follows:

        On page 5, line 19, strike ``$2,500,000,000 are rescinded: 
     Provided,'' and insert ``$1,714,200,000 are rescinded: 
     Provided, That of the funds that remain available under such 
     heading in such Act, not less than $785,800,000 shall be made 
     available for food security and agricultural development 
     programs pursuant to section 7060(d) of the Department of 
     State, Foreign Operations, and Related Programs 
     Appropriations Act, 2024 (division F of Public Law 118-47): 
     Provided further,''.
