  SA 2865. Ms. MURKOWSKI (for herself and Ms. Collins) proposed an 
amendment to amendment SA 2853 proposed by Mr. Thune (for Mr. Schmitt) 
to the bill H.R. 4, to rescind certain budget authority proposed to be 
rescinded in special messages transmitted to the Congress by the 
President on June 3, 2025, in accordance with section 1012(a) of the 
Congressional Budget and Impoundment Control Act of 1974; as follows:

        In section 2(b), strike paragraph (20) and insert the 
     following:
       (20)(A) From amounts made available for ``Corporation for 
     Public Broadcasting'' for fiscal year 2026 by Public Law 118-
     47, $8,330,000 are hereby permanently rescinded from amounts 
     that would be made available pursuant to the allocation in 
     section 396(k)(3)(A)(iii)(II) of the Communications Act of 
     1934 (47 U.S.C. 396(k)(3)(A)(iii)(II)).
       (B) From amounts made available for ``Corporation for 
     Public Broadcasting'' for fiscal year 2027 by Public Law 119-
     4, $8,330,000 are hereby permanently rescinded from amounts 
     that would be made available pursuant to the allocation in 
     section 396(k)(3)(A)(iii)(II) of the Communications Act of 
     1934 (47 U.S.C. 396(k)(3)(A)(iii)(II)).
