  SA 2861. Mr. WICKER submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in subtitle G of title X, insert 
     the following:

     SEC. 10__. TECHNICAL ASSISTANCE FUNDS.

       (a) In General.--Of the amounts made available in the third 
     paragraph under the heading ``State and Tribal Assistance 
     Grants'' under the heading ``ENVIRONMENTAL PROTECTION 
     AGENCY'' in title VII of division N of the Consolidated 
     Appropriations Act, 2023 (Public Law 117-328; 136 Stat. 
     5217), up to $36,000,000 shall be available for technical 
     assistance and grants under section 1442(b) of the Safe 
     Drinking Water Act (42 U.S.C. 300j-1(b)) in areas where the 
     President declared an emergency in August of fiscal year 2022 
     pursuant to the Robert T. Stafford Disaster Relief and 
     Emergency Assistance Act (42 U.S.C. 5121 et seq.).
       (b) Emergency Designation.--Amounts repurposed pursuant to 
     subsection (a) are designated as being for an emergency 
     requirement pursuant to section 251(b)(2)(A)(i) of the 
     Balanced Budget and Emergency Deficit Control Act of 1985 (2 
     U.S.C. 901(b)(2)(A)(i)).
