COMMUNICATIONS SECURITY ACT
The SPEAKER pro tempore. Pursuant to clause 8 of rule XX, the
unfinished business is the vote on the motion to suspend the rules and
pass the bill (H.R. 1717) to direct the Federal Communications
Commission to establish a council to make recommendations on ways to
increase the security, reliability, and interoperability of
communications networks, and for other purposes, on which the yeas and
nays were ordered.
The Clerk read the title of the bill.
The SPEAKER pro tempore. The question is on the motion offered by the
gentleman from Ohio (Mr. Latta) that the House suspend the rules and
pass the bill.

Mr. CARTER of Georgia. Mr. Speaker, I was unavoidably detained. Had I
been present, I would have voted YEA on Roll Call No. 194, YEA on Roll
Call No. 195, and YEA on Roll Call No. 196.
Mr. HUDSON. Mr. Speaker, had I been present, I would have voted YEA
on Roll Call No. 196.
Ms. PRESSLEY. Mr. Speaker, during Roll Call vote No. 196 on H.R.
1717, I mistakely recorded my vote as Nay when I should have voted Yea.
