         MOMENT OF SILENCE HONORING LIVES LOST IN RUIDOSO FLOOD

  (Ms. STANSBURY asked and was given permission to address the House 
for 1 minute.)
  Ms. STANSBURY. Mr. Speaker, I rise with a heavy heart and tears in my 
eyes to honor the three lives lost this week in the catastrophic floods 
in Ruidoso, New Mexico, including two young children visiting Ruidoso 
from El Paso. Their father, an airman from Fort Bliss, remains in 
critical condition. The third, Benjamin Feagin, dreamed of retiring in 
the forests above Ruidoso.
  We grieve in solidarity with Ruidoso and with the communities in 
central Texas that have been hit by these devastating floods. Today, we 
hold them in our hearts, in our minds, and in our prayers and stand 
ready to support our communities as they rebuild and recover.
  Mr. Speaker, I yield to the gentleman from New Mexico (Mr. Vasquez).
  Mr. VASQUEZ. Mr. Speaker, I rise today in honor of the first 
responders and the families who lost their loved ones during historic 
and tragic flooding that happened in the community of Ruidoso, New 
Mexico.
  Words cannot express the tragic loss that this community and the 
families are undergoing. I ask that we keep in our prayers Ruidoso, New 
Mexico, and the families of those who have been lost, and that this 
Federal Government, along with our delegation, helps to recover what 
was lost.
  Ms. STANSBURY. Mr. Speaker, I yield to the gentlewoman from Texas 
(Ms. Escobar).
  Ms. ESCOBAR. Mr. Speaker, I am grateful to join my colleagues as we 
mourn the loss of life in Ruidoso, specifically El Pasoans Stephanie 
and Sebastian Trotter, who took their two children on vacation for some 
time away during the holiday. Their children were caught up in the 
flood before they knew it.
  Sebastian Rowan, 7 years old; Charlotte Emery, 4 years old; and their 
beloved dogs, Zeus and Ellie, lost their lives in the flood.
  The El Paso and Fort Bliss family grieves for them and grieves 
alongside everyone in Ruidoso. We keep them in our prayers.
  Ms. STANSBURY. Mr. Speaker, I yield to the gentlewoman from New 
Mexico (Ms. Leger Fernandez).
  Ms. LEGER FERNANDEZ. Mr. Speaker, I ask for everybody's prayers,
