  SA 2841. Mr. MARKEY submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        In section 40006(b)(1), strike ``on the date of enactment 
     of this section'' and insert ``subject to an analysis by the 
     Secretary of Transportation that finds that households would 
     not pay more in fueling costs as a result of the amendments 
     made by subsection (a)''.
