  SA 2838. Mr. MARKEY submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ____. FOSSIL FUEL GIVEAWAYS.

       (a) In General.--The amendments made by sections 70514(e), 
     70522(b), and 70523 are repealed and the Internal Revenue 
     Code of 1986 shall be applied as if such amendments had not 
     been enacted.
       (b) Income From Carbon Capture.--Section 7704(d)(1)(E) of 
     the Internal Revenue Code of 1986, as amended by section 
     70524, is amended by striking clause (iii).
