  SA 2830. Mr. PADILLA submitted an amendment intended to be proposed 
to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. PROHIBITION ON IMPLEMENTATION OF RULE RELATING TO 
                   THE PATIENT PROTECTION AND AFFORDABLE CARE ACT.

       With respect to the proposed rule published by the Centers 
     for Medicare & Medicaid Services on June 25, 2025, and titled 
     ``Patient Protection and Affordable Care Act; Marketplace 
     Integrity and Affordability'' (90 Fed. Reg. 27074), the 
     Secretary of Health and Human Services shall not implement, 
     administer, or enforce the amendments made to the following 
     sections of title 45, Code of Federal Regulations:
