  SA 2818. Mr. MARKEY submitted an amendment intended to be proposed to

amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ____. UNCOMPENSATED CARE PAYMENT ADJUSTMENT FOR SERVICES 
                   FURNISHED BY FEDERALLY-QUALIFIED HEALTH 
                   CENTERS.

       Section 1902(bb) of the Social Security Act (42 U.S.C. 
     1396a(bb)) is amended--
       (1) in paragraph (3), by striking ``paragraph (4)'' and 
     inserting ``paragraphs (4) and (5)''; and
       (2) by adding at the end the following new paragraph:
       ``(7) Uncompensated care payment adjustment.--For services 
     furnished during fiscal year 2027 or a succeeding fiscal 
     year, the State plan may provide an additional uncompensated 
     care payment adjustment for services described in section 
     1905(a)(2)(C) furnished by a Federally-qualified health 
     center, that is negotiated with Federally-qualified health 
     centers in the State and reflects the costs associated with 
     the provision of services to individuals during periods of 
     uninsurance.''.
