  SA 2802. Mr. PETERS submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        At the end of subtitle A of title IX, add the following:

     SEC. 90008. APPROPRIATE IDENTIFICATION MARKERS FOR UNIFORMS 
                   OF ALL DEPARTMENT OF HOMELAND SECURITY LAW 
                   ENFORCEMENT OFFICERS.

       (a) In General.--In addition to any amounts otherwise 
     available, there is appropriated to the Secretary of Homeland 
     Security for fiscal year 2025, out of any money in the 
     Treasury not otherwise appropriated, $75,000,000, to remain 
     available until September 30, 2031, for the purchase of 
     appropriate identification markers to ensure the uniforms of 
     all Department of Homeland Security sworn law enforcement 
     officers visibly display their name or other individual 
     unique identifier, and the name of their Federal agency: 
     Provided, That such identification markers shall be visibly 
     displayed during operations or activities directed by the 
     Department of Homeland Security or components of the 
     Department unless such officers are conducting undercover 
     activities or protective services in the regular performance 
     of their duties.
       (b) Offset.--The amount appropriated by section 90007 is 
     reduced by $75,000,000.
