SA 2804. Mr. PETERS submitted an amendment intended to be proposed to
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill
H.R. 1, to provide for reconciliation pursuant to title II of H. Con.
Res. 14; which was ordered to lie on the table; as follows:
On page 823, line 22, strike ``In addition'' and insert the
following:
(a) Appropriation.--In addition
On page 824, between lines 14 and 15, insert the following:
(b) Spending Plan.--
(1) In general.--In addition to amounts otherwise
available, there is appropriated to the Commissioner for U.S.
Customs and Border Protection for fiscal year 2025, out of
any money in the Treasury not otherwise appropriated,
$50,000, to remain available until September 30, 2026, for
developing a spending plan for funds appropriated under
subsection (a).
(2) Development.--Not later than 90 days before committing,
obligating, or expending any amount appropriated under
subsection (a), the Secretary of Homeland Security shall
develop, in consultation with property owners, as
appropriate, and submit to Congress, the spending plan
required under paragraph (1)--
(A) to guide the expenditure of such amounts;
(B) to ensure compliance with chapter 83 of title 41,
United States Code (commonly known as the ``Buy American
Act''); and
(C) that includes detailed cost estimates, justifications,
and timelines.
On page 825, between lines 22 and 23, insert the following:
