  SA 2800. Mr. PETERS submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        At the end of subtitle A of title IX, add the following:

     SEC. 90008. APPROPRIATION FOR THE OFFICE FOR CIVIL RIGHTS AND 
                   CIVIL LIBERTIES.

       In addition to amounts otherwise available, there is 
     appropriated to the Office for Civil Rights and Civil 
     Liberties for fiscal year 2025, out of any money in the 
     Treasury not otherwise appropriated, $5,000,000, to remain 
     available until September 30, 2030, to ensure no actions are 
     taken by the Department of Homeland Security to detain or 
     remove any United States person from the United States.
