  SA 2801. Mr. PETERS submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       On page 899, line 11, strike ``In addition'' and insert the 
     following:
       (a) Appropriation.--Subject to subsection (b), in addition
       On page 904, between lines 16 and 17, insert the following:
       (b) Identification Requirement.--
       (1) In general.--Except as provided in paragraph (2), none 
     of the funds appropriated under subsection (a) may be used 
     for immigration enforcement purposes unless all sworn law 
     enforcement officers engaged in immigration enforcement 
     operations clearly identify themselves as law enforcement, 
     visibly display their name or other individual unique 
     identifier and the name of their Federal agency, and provide 
     a warrant when required.
       (2) Exception.--The requirement set forth in paragraph (1) 
     shall not apply to officers who are conducting undercover 
     activities in the regular performance of their duties.
       On page 904, line 19, strike ``In addition'' and insert the 
     following:
