  SA 2758. Mr. WELCH submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       On page 919, strike lines 20 through 23 and insert the 
     following:
       (c) Facilities.--Of the amounts made available under 
     subsection (a)--
       (1) not less than $100,000,000 shall be for facility 
     improvements for residential reentry centers; and
       (2) not more than $2,000,000,000 shall be for addressing 
     maintenance and repairs to facilities maintained or operated 
     by the Bureau of Prisons, including any amounts used for 
     residential reentry centers, as described in paragraph (1).
