  SA 2732. Mr. HEINRICH submitted an amendment intended to be proposed 
to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        In section 50501, strike the following: ``That, for the 
     purposes of section 203 of the Reclamation Reform Act of 1982 
     (43 U.S.C. 390cc) or section 3404(a) of the Reclamation 
     Projects Authorization and Adjustment Act of 1992 (Public Law 
     102-575; 106 Stat. 4708), a contract or agreement entered 
     into pursuant to this section shall not be treated as a new 
     or amended contract: Provided further,''.
