  SA 2725. Mr. WELCH submitted an amendment intended to be proposed by 
him to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. ____. CYBERSECURITY FUNDING FOR ESSENTIAL RURAL 
                   UTILITIES.

       In addition to amounts otherwise available, there is 
     appropriated to the Secretary of Agriculture for each of 
     fiscal years 2025 through 2031, out of amounts in the 
     Treasury not otherwise appropriated, $30,000,000, to remain 
     available until expended, to conduct a risk assessment of 
     cybersecurity-related threats to a rural utility entity 
     eligible for grants or loans under the Rural Electrification 
     Act of 1936 or the Consolidated Farm and Rural Development 
     Act and to provide technical assistance to such an entity to 
     enhance cybersecurity protections.
