  SA 2730. Mr. HEINRICH submitted an amendment intended to be proposed 
to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        In section 50403(a), strike paragraph (6) and insert the 
     following:
       (6) by adding at the end the following:
       ``(f) Funding.--
       ``(1) In general.--In addition to amounts otherwise 
     available, there is appropriated to the Secretary for fiscal 
     year 2025, out of any money in the Treasury not otherwise 
     appropriated, $1,000,000,000, to remain available through 
     September 30, 2028, to carry out activities under this 
     section, of which $100,000,000 shall be made available for 
     the Tribal energy loan guarantee program under section 
     2602(c) of the Energy Policy Act of 1992 (25 U.S.C. 3502(c)).

       ``(2) Administrative costs.--Of the amount made available 
     under paragraph (1), the Secretary shall use not more than 3 
     percent for administrative expenses.''.
