  SA 2712. Mr. BLUMENTHAL submitted an amendment intended to be 
proposed to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to 
the bill H.R. 1, to provide for reconciliation pursuant to title II of 
H. Con. Res. 14; which was ordered to lie on the table; as follows:

        In section 20003(a)(6), strike ``$7,200,000,000'' and 
     insert ``$4,200,000,000''.
       At the end of title II, add the following:

     SEC. 20015. UKRAINE SECURITY ASSISTANCE INITIATIVE.

       In addition to amounts otherwise available, there are 
     appropriated to the Secretary of Defense for fiscal year 
     2025, out of any money in the Treasury not otherwise 
     appropriated, to remain available until September 30, 2029, 
     $3,000,000,000, for the Ukraine Security Assistance 
     Initiative.
