  SA 2681. Mr. HEINRICH submitted an amendment intended to be proposed 
to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        At the appropriate place in title I, insert the following:

     SEC. ___. ECONOMIC ASSISTANCE RELATING TO NEW WORLD 
                   SCREWWORM.

       There is appropriated, out of amounts in the Treasury not 
     otherwise appropriated,

     $200,000,000, to remain available until September 30, 2029, 
     for the Department of Agriculture to provide economic 
     assistance to federally approved livestock marketing 
     facilities and attendant businesses located in States along 
     the United States-Mexico border that have been economically 
     harmed by the New World screwworm outbreak.
