  SA 2654. Mr. PETERS submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       In section 90004(b), strike ``None'' and insert the 
     following:
       (1) Surveillance towers.--None
       At the end of section 90004(b), add the following:
       (2) Mass surveillance of united states persons.--None of 
     the funds made available under subsection (a) may be used to 
     purchase, operate, or modify technology that enables the 
     systematic, indiscriminate, or wide-scale monitoring, 
     surveillance, or tracking of United States persons.
