  SA 2655. Mr. PETERS submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       At the end of subtitle A of title IX, add the following:

     SEC. 90008. COMPLIANCE WITH THE BUY AMERICAN ACT.

       (a) In General.--In accordance with applicable law and not 
     less than 75 percent of the amounts appropriated by this 
     title shall be expended in compliance with chapter 83 of 
     title 41, United States Code (commonly known as the ``Buy 
     American Act'' ).
       (b) Further Limitation.--All amounts appropriated by this 
     title that are not expended in compliance with the Buy 
     American Act may not be paid to any entity that is based in 
     the foreign adversary countries of the People's Republic of 
     China, the Russian Federation, the Islamic Republic of Iran, 
     and the Democratic People's Republic of Korea.
