  SA 2652. Mr. BENNET submitted an amendment intended to be proposed by 
him to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       In section 100054(2), add at the end the following: 
     ``Amounts appropriated under this section for the purposes 
     described in this paragraph shall be directed to border 
     States and to States along drug trafficking routes in the 
     interior of the United States that are being affected by 
     drug-related crime.''.
