  SA 2619. Ms. CANTWELL submitted an amendment intended to be proposed 
to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       In section 309(j)(11) of the Communications Act of 1934 (47 
     U.S.C. 309(j)(11)), as amended by section 40002(b)(1), strike 
     subparagraphs (A) and (B) and insert the following:
       ``(A) between the frequencies of 3.1 gigahertz and 3.45 
     gigahertz, such authority shall not apply;
       ``(B) between the frequencies of 7.4 gigahertz and 8.4 
     gigahertz, such authority shall not apply; and
       ``(C) in any band of frequencies of which the National 
     Aeronautics and Space Administration is the primary user, 
     such authority shall not apply.''.
