  SA 2616. Ms. CANTWELL submitted an amendment intended to be proposed 
to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        In section 40002(b)(2), strike ``, including by completing 
     a system of competitive bidding not later than 2 years after 
     the date of enactment of this Act for not less than 100 
     megahertz in the band between 3.98 gigahertz and 4.2 
     gigahertz''.
