  SA 2615. Ms. CANTWELL submitted an amendment intended to be proposed 
to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        Strike section 40002 and insert the following:

     SEC. 40002. SPECTRUM AUCTIONS.

       Section 309(j)(11) of the Communications Act of 1934 (47 
     U.S.C. 309(j)(11)) is amended by striking ``grant a license 
     or permit under this subsection shall expire March 9, 2023'' 
     and all that follows and inserting the following: ``complete 
     a system of competitive bidding under this subsection shall 
     expire September 30, 2034.''.
