  SA 2603. Mr. PETERS submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       Strike paragraphs (8) and (9) of section 40003(a) and 
     insert the following:
       (8) $1,000,000,000 to support the modernization and 
     replacement of FAA air traffic control towers (in this 
     subsection referred to as ``ATCT'') and terminal radar 
     approach control facilities (in this subsection referred to 
     as ``TRACONs'' ), including the analysis and identification 
     of TRACONs for modernization and replacement, and other 
     appropriate activities for carrying out the establishment of 
     brand new TRACONs;
