  SA 2604. Mr. LUJAN submitted an amendment intended to be proposed by 
him to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       At the appropriate place in title II, insert the following:

     SEC. 2___. PROHIBITION ON FUNDING FOR UPGRADING THE AIR FORCE 
                   ONE FLEET.

       Notwithstanding any other provision of law, none of the 
     funds made available under this title may be used to upgrade 
     a plane gifted by the government of Qatar for use by the 
     United States Government in the Air Force One fleet.
