  SA 2597. Mr. BOOKER submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       In section 40003(a), strike paragraphs (1) and (2) and 
     insert the following:
       (1) $9,500,000,000 for telecommunications infrastructure 
     modernization and systems upgrades, with priority given to 
     regions with repeated instances of a complete failure of the 
     telecommunication system between TRACON facilities and 
     approaching aircraft;
       (2) $6,000,000,000 for radar systems replacement, with 
     priority given to the regions described in paragraph (1);
