  SA 2595. Mr. LEE submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:

     SEC. ___. MORATORIUM ON IMPLEMENTATION OF CERTAIN RULES 
                   RELATING TO THE BUDGET.

       (a) Office of Information and Regulatory Affairs 
     Appropriation.--In addition to amounts otherwise available, 
     there is appropriated to the Administrator of the Office of 
     Information and Regulatory Affairs for fiscal year 2025, out 
     of any money in the Treasury not otherwise appropriated, 
     $25,000,000, to remain available through September 30, 2034, 
     for necessary expenses to delay the implementation, 
     administration, and enforcement of budgetary rules, including 
     expenses relating to the appointment and training of 
     personnel, the development of programmatic documents, the 
     procurement of technical services, the purchase of new 
     equipment, and oversight of agency compliance.
       (b) Guidance.--
       (1) In general.--The Administrator of the Office of 
     Information and Regulatory Affairs shall update Circular A-4 
     of the Office of Management and Budget for the purpose of 
     carrying out this section.
       (2) Effect and contents.--The updates under paragraph (1) 
     shall--
       (A) take effect on October 1, 2026;
       (B) remain in effect through September 30, 2034; and
       (C) include guidance requiring agencies to delay, until 
     October 1, 2034, the implementation, administration, and 
     enforcement of any budgetary rule.
       (c) Definitions.--In this section:
       (1) Budgetary rule.--The term ``budgetary rule'' means a 
     proposed rule or a final rule that has not been implemented 
     that--
       (A) has a budgetary effect that would increase Federal 
     outlays by not less than $100,000,000 during any of fiscal 
     years 2025 through 2034, relative to the baseline of the 
     Office of Management and Budget prepared in accordance with 
     section 257 of the Balanced Budget and Emergency Deficit 
     Control Act of 1985 (2 U.S.C. 907); and
       (B) was not required by a provision of Federal statute.
       (2) Rule.--The term ``rule''--
       (A) has the meaning given the term in section 551 of title 
     5, United States Code;
       (B) includes a guidance document; and
       (C) does not include--
       (i) any rule of particular applicability, including a rule 
     that approves or prescribes for the future rates, wages, 
     prices, services, or allowances thereof, corporate or 
     financial structures, reorganizations, mergers, or 
     acquisitions thereof, or accounting practices or disclosures 
     bearing on any of the foregoing;
       (ii) any rule relating to agency management or personnel; 
     or
       (iii) any rule of agency organization, procedure, or 
     practice that does not substantially affect the rights or 
     obligations of non-agency parties.
       (d) Adjustment for Inflation.--The amount described in 
     subsection (c)(1)(A) shall be annually adjusted for inflation 
     to reflect the change in the Chained Consumer Price Index for 
     All Urban Consumers published by the Bureau of Labor 
     Statistics of the Department of Labor for the applicable 
     year.
       (e) Exclusion.--The requirements of this section shall not 
     apply to any rulemaking promulgated in relation to the old-
     age, survivors, and disability insurance benefits program 
     established under title II of the Social Security Act (42 
     U.S.C. 401 et seq.).
