  SA 2589. Mr. DURBIN submitted an amendment intended to be proposed by 
him to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       At the appropriate place in title VIII, insert the 
     following:

     SEC. 8___. NO FUNDING FOR NONCOMPLIANCE WITH 90/10 RULE.

       None of the funds made available under this title may be 
     used to provide Federal education assistance to a student to 
     attend an institution of higher education that derives less 
     than ten percent of such institution's revenues from sources 
     other than Federal Funds that are disbursed or delivered to 
     or on behalf of a student to be used to attend such 
     institution.
