  SA 2580. Mr. SCHATZ (for himself, Ms. Rosen, Mr. Welch, Mr. Lujan, 
and Ms. Alsobrooks) submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:

     SEC. __. EXEMPTION FROM DUTIES IMPOSED PURSUANT TO NATIONAL 
                   EMERGENCY DECLARATION FOR GOODS THAT WOULD 
                   INCREASE CONSUMER COSTS FOR RURAL AND LOW-
                   INCOME COMMUNITIES.

       (a) In General.--Duties imposed pursuant to the national 
     emergency declared in Executive Order 14257 (90 Fed. Reg. 
     15041; relating to regulating imports with a reciprocal 
     tariff to rectify trade practices that contribute to large 
     and persistent annual United States goods trade deficits) 
     shall not apply with respect to goods that are estimated to 
     result in an increase in the Consumer Price Index for All 
     Urban Consumers, that exceeds a projected annual inflation 
     rate of 2 percent, as published by the Bureau of Labor 
     Statistics, specifically for rural and low-income 
     communities.
       (b) Definitions.--In this section:
        (1) Low-income community.--The term ``low-income 
     community'' has the meaning given that term in section 45D(e) 
     of the Internal Revenue Code of 1986.
       (2) Rural.--The term ``rural'' has the meaning given that 
     term in section 520 of the Housing Act of 1949 (42 U.S.C. 
     1490).
