  SA 2577. Mr. SCHATZ submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:

     SEC. __. EXEMPTION FOR COUNTRIES THAT ARE MEMBERS OF THE FIVE 
                   EYES INTELLIGENCE OVERSIGHT AND REVIEW COUNCIL 
                   FROM DUTIES IMPOSED PURSUANT TO NATIONAL 
                   EMERGENCY DECLARATION.

       Duties imposed pursuant to the national emergency declared 
     in Executive Order 14257 (90 Fed. Reg. 15041; relating to 
     regulating imports with a reciprocal tariff to rectify trade 
     practices that contribute to large and persistent annual 
     United States goods trade deficits) shall not apply to 
     articles imported from countries that are members of the Five 
     Eyes Intelligence Oversight and Review Council.
