  SA 2521. Ms. ALSOBROOKS submitted an amendment intended to be 
proposed to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to 
the bill H.R. 1, to provide for reconciliation pursuant to title II of 
H. Con. Res. 14; which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:

     SEC. ___. DELAYED EFFECTIVE DATE.

       The provisions of, and the amendments made by, this Act 
     shall not take effect until the date on which each State 
     completes a study and submits to Congress a report on such 
     study regarding the number of individuals currently enrolled 
     and receiving medical assistance under a State plan (or a 
     waiver of such plan) under title XIX of the Social Security 
     Act (42 U.S.C. 1396 et seq.) or enrolled in a health plan 
     offered on the American Health Benefit Exchanges established 
     pursuant to subtitle D of title I of the Patient Protection 
     and Affordable Care Act (42 U.S.C. 18021 et seq.) that would 
     lose coverage under such plan as a result of such provisions 
     and amendments taking effect.
