  SA 2520. Ms. ALSOBROOKS submitted an amendment intended to be 
proposed to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to 
the bill H.R. 1, to provide for reconciliation pursuant to title II of 
H. Con. Res. 14; which was ordered to lie on the table; as follows:

       On page 402, strike lines 2 and 3 and insert the following:
       ``(H) such organization provides scholarships only to 
     qualified elementary or secondary schools that provide the 
     same protections under applicable Federal civil rights laws 
     that are provided to a student of a public elementary or 
     secondary school, including the Age Discrimination Act of 
     1975, title VI of the Civil Rights Act of 1964, title IX of 
     the Education Amendments of 1972, section 504 of the 
     Rehabilitation Act of 1973, the Americans with Disabilities 
     Act of 1990, section 444 of the General Education Provisions 
     Act (commonly referred to as the `Family Educational Rights 
     and Privacy Act of 1974'), and the Individuals with 
     Disabilities Education Act, and
       ``(I) no officer or board member of such
