  SA 2516. Mr. WHITEHOUSE (for himself, Mr. Reed, and Ms. Hirono) 
submitted an amendment intended to be proposed by him to the bill H.R. 
1, to provide for reconciliation pursuant to title II of H. Con. Res. 
14; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ____. INDEXING FEDERAL PELL GRANTS FOR INFLATION.

       Clause (i) of section 401(b)(5)(A) of the Higher Education 
     Act of 1965 (20 U.S.C. 1070a(b)(5)(A)) is amended to read as 
     follows:
       ``(i)(I) for award years 2024-2025 and 2025-2026, $1,060; 
     and
       ``(II) for award year 2026-2027 and each subsequent award 
     year, the amount awarded under this clause for the preceding 
     award year, increased by the percentage increase, if any, in 
     the Consumer Price Index for All Urban Consumers published by 
     the Department of Labor for the most recent calendar year 
     ending prior to the beginning of the award year for which the 
     determination is being made.''.
