  SA 2510. Mr. WHITEHOUSE submitted an amendment intended to be 
proposed to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to 
the bill H.R. 1, to provide for reconciliation pursuant to title II of 
H. Con. Res. 14; which was ordered to lie on the table; as follows:

        In section 112 of the National Environmental Policy Act of 
     1969 (as added by section 60026), add at the end the 
     following:
       ``(c) Additional Fee for Renaming of Issuing Agency.--In 
     addition to the fee determined under subsection (b), a 
     project sponsor may pay an additional fee, which shall be in 
     an amount equal to the amount determined under that 
     subsection, to add the name of the project sponsor to the 
     front of the name of the Federal agency that issued the 
     permit for the applicable project for a period of 180 
     days.''.
