  SA 2502. Mr. WYDEN submitted an amendment intended to be proposed by 
him to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. _____. JUDICIAL SECURITY AND PRIVACY.

       The Daniel Anderl Judicial Security and Privacy Act of 2022 
     (28 U.S.C. part III note; subtitle D of title LIX of Public 
     Law 117-263) is amended--
       (1) in section 5933(1)--
       (A) by redesignating subparagraphs (A) through (E) as 
     clauses (i) through (v), respectively, and adjusting the 
     margins accordingly;
       (B) by striking ``The'' and inserting the following:
       ``(A) In general.--Except as provided in subparagraph (B), 
     the''; and
       (C) by adding at the end the following:
       ``(B) Exception.--For purposes of section 5934(d)(1)(A), 
     the term `at-risk individual' means--
       ``(i) an individual that is located in the United States; 
     or
       ``(ii) a United States person, as defined in section 101 of 
     the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 
     1801).''; and
       (2) in section 5934(f)(1) by inserting ``The Attorney 
     General or the attorney general (or equivalent thereof) of 
     any State may file an action seeking injunctive or 
     declaratory relief in any court of competent jurisdiction to 
     enforce the provisions of subsection (d)(1)(A).'' after the 
     period at the end.
