  SA 2496. Mr. KIM submitted an amendment intended to be proposed by 
him to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. ___. LIMITATION ON USE OF DEPARTMENT OF HOMELAND 
                   SECURITY FUNDS TO PREVENT CONGRESSIONAL 
                   OVERSIGHT OF DEPARTMENT FACILITIES.

       None of the funds made available to the Department of 
     Homeland Security under this Act or under any other Act may 
     be expended to prevent a Member of Congress and an 
     accompanying employee of the Senate or of the House of 
     Representatives from entering, for the purpose of conducting 
     oversight, without advanced notice, any facility operated or 
     used by the Department of Homeland Security to detain or 
     otherwise house aliens, including U.S. Immigration and 
     Customs Enforcement detention facilities, U.S. Customs and 
     Border Patrol detention facilities, and field offices.
