  SA 2483. Mr. KIM submitted an amendment intended to be proposed by 
him to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       At the appropriate place in title II, insert the following:

     SEC. ___. PROHIBITION ON FUNDING FOR PROCUREMENT OR 
                   MODIFICATION OF FOREIGN PLANES FOR USE AS 
                   EXECUTIVE AIRLIFT AIRCRAFT.

       (a) Definitions.--In this section:
       (1) Executive airlift aircraft.--The term ``executive 
     airlift aircraft'' means an aircraft used or intended for the 
     transport of the President, Vice President, or individual 
     serving in a cabinet-level position, as designated by the 
     President.
       (2) Foreign source.--The term ``foreign source'' means an 
     entity that is not incorporated or headquartered in the 
     United States.
       (b) Limitation.--None of the funds made available under 
     this title may be used--
       (1) to procure, upgrade, retrofit, or modify an aircraft 
     acquired from a foreign source for use as an executive 
     airlift aircraft, including any aircraft designated or 
     intended for use as Air Force One; or
       (2) to transfer such an aircraft to a nongovernmental 
     entity.
