  SA 2468. Mr. SCHIFF submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       At the end of chapter 5 of subtitle A of title VII, insert 
     the following:

     SEC. 705___. SUNSET PROVISION.

       If the Energy Information Administration determines that 
     the amendments enacted under this chapter have resulted in 
     the average price of electricity to ultimate customers in the 
     residential category having increased for 3 consecutive 
     months, the amendments made by this chapter shall be 
     repealed, and the Internal Revenue Code of 1986 shall be 
     applied as if such amendments had not been enacted.
