  SA 2444. Mr. SCHIFF submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:

     SEC. ____. CONDITIONAL EFFECTIVENESS.

       Sections 10101 through 10108, and the amendments made by 
     such sections, shall only take effect upon the Administrator 
     of the Food and Nutrition Service and the Administrator of 
     the Economic Research Service of the Department of 
     Agriculture, and all State agencies (as defined in section 3 
     of the Food and Nutrition Act of 2008 (7 U.S.C. 2012)), 
     issuing reports evaluating and certifying that any changes 
     made by sections 10101 through 10108, or the amendments made 
     by such sections, to the supplemental nutrition assistance 
     program will not result in a decrease in benefits to eligible 
     individuals who are part of households with children under 
     the age of 18, or a decrease in participation due to changes 
     in eligibility impacting individuals who are part of 
     households with children under the age of 18, in comparison 
     to what would have occurred in the absence of sections 10101 
     through 10108, and the amendments made by such sections.
