  SA 2434. Ms. ROSEN (for herself, Mr. Schatz, and Ms. Blunt Rochester) 
submitted an amendment intended to be proposed to amendment SA 2360 
proposed by Mr. Thune (for Mr. Graham) to the bill H.R. 1, to provide 
for reconciliation pursuant to title II of H. Con. Res. 14; which was 
ordered to lie on the table; as follows:

        At the appropriate place, insert the following:

     SEC. __. EXEMPTION FROM CERTAIN DUTIES FOR CRITICAL 
                   HOMEBUILDING MATERIALS.

       (a) In General.--Duties imposed pursuant to Executive Order 
     14257 (90 Fed. Reg. 15041; relating to regulating imports 
     with a reciprocal tariff to rectify trade practices that 
     contribute to large and persistent annual United States goods 
     trade deficits) shall not apply with respect to critical 
     homebuilding materials.
       (b) Comprehensive List of Critical Homebuilding 
     Materials.--Not later than 60 days after the date of the 
     enactment of this Act, the Secretary of Commerce, in 
     consultation with the United States Trade Representative, 
     shall develop and submit to Congress a comprehensive list of 
     critical homebuilding materials for purposes of subsection 
     (a). That list shall include, at a minimum, lumber, aluminum, 
     cement, and copper.
