  SA 2399. Ms. WARREN submitted an amendment intended to be proposed by 
her to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. _____. PROHIBITION.

       The Board of Governors of the Federal Reserve System, the 
     Federal Deposit Insurance Corporation, the Office of the 
     Comptroller of the Currency, the Securities and Exchange 
     Commission, the Federal Housing Finance Agency, and the 
     Bureau of Consumer Financial Protection shall reject any 
     regulatory application, including for a license, charter, or 
     product approval, submitted by a financial institution owned 
     or controlled, directly

     or indirectly, by the President or the immediate family of 
     the President.
