  SA 2395. Ms. WARREN (for herself and Ms. Hirono) submitted an 
amendment intended to be proposed by her to the bill H.R. 1, to provide 
for reconciliation pursuant to title II of H. Con. Res. 14; which was 
ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. PROHIBITION.

       The Director of the Federal Housing Finance Agency and the 
     Commissioner of the Federal Housing Administration may not 
     increase guarantee fees or mortgage insurance premiums during 
     fiscal years 2025 through 2030, except--
       (1) for loans used to finance second home or vacation home 
     transactions; or
       (2) if the borrower is a private equity fund.
