  SA 2394. Ms. WARREN submitted an amendment intended to be proposed by 
her to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. _____. STOCKHOLDER DIVIDENDS.

       Section 7(a)(1)(A) of the Federal Reserve Act (12 U.S.C. 
     289(a)(1)) is amended by striking clause (i) and inserting 
     the following:
       ``(i) in the case of a stockholder with total consolidated 
     assets of more than $10,000,000,000, the rate equal to the 
     high yield of the 2-year Treasury note auctioned at the last 
     auction held prior to the payment of such dividend; and''.
