  SA 2392. Ms. WARREN submitted an amendment intended to be proposed by 
her to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. _____. PROHIBITION.

       (a) Definition.--In this section, the term ``large online 
     platform''--
       (1) means a social media platform, an online search engine, 
     an online marketplace, or an online communication platform 
     that averages more than 10,000,000 unique users on a monthly 
     basis or has more than 10,000,000 user accounts;
       (2) includes all parents, subsidiaries, and affiliates of 
     the entity; and
       (3) does not include a platform that only permits users to 
     interact via a predetermined set of phrases, emoticons, or 
     nonlinguistic symbols.
       (b) Prohibition.--Large online platforms shall not issue 
     any liability with a maturity of less than 1 year, including 
     any form of debt that is demandable.
