  SA 2383. Ms. HIRONO submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       On page 397, strike lines 15 through 20 and insert the 
     following:
       ``(2) Qualified contribution.--The term `qualified 
     contribution' means a charitable contribution (as defined by 
     section 170(c)) to a scholarship granting organization in the 
     form of cash.
