  SA 2379. Mr. KAINE submitted an amendment intended to be propowed by 
him to the bill H.R. 1, to provide for reconciliation pursuant to title 
II of H. Con. Res. 14; which was ordered to lie on the table; as 
follows:

       In section 20306(b)(3) of title 14, United States Code (as 
     added by section 40005(a)), add at the end the following:
       ``(D) Limitation on designation of nonprofit entity.--The 
     Administrator may not designate, as the nonprofit entity to 
     which the space vehicle identified under paragraph (1) is 
     transferred, any entity that charges any amount of entrance 
     fee or admission.
